No action should be taken on this proposed change until the experts in the field for treatment of sexual abusers are consulted and their recommendations entered into the record. This paper by the Association for the Treatment of Sexual Abusers (ATSA), published in September 2020, provides specific recommendations for evidence-based reform of SORNA.
