April 25, 2019, 1:07 pm

According to a sponsor statement from the House Judiciary Committee, House Bill 145 will increase sentencing ranges, increase penalties for drug dealers and distributors, streamline the theft prosecution process, close a series of legal loopholes regarding sex crimes and increase requirements regarding the reporting of sex offenses and testing of rape kits.

One of the notable changes is to the sexual offender registration requirement: The bill now clarifies that a sex offender moving to the state will only be required to register as a sex offender as long as their charge counts as a sex offense under Alaska state law.
