In a study of more than 170,000 charged sexual offenses it was found that more than 95 percent of registerable sexual offenses and more than 94 percent of sexual offenses against children in the state are committed by first-time offenders. This means that a child is 20 times more likely to be offended by a first time offender than to ever be touched by someone on the registry.
