Homelessness as it is applied based upon registry stipulations

I'm meeting tomorrow with my state legislator (Monica Bristow, D, Madison County Illinois), and one of my topics is the desperate need for housing (including halfway houses and shelters) in Madison County, Illinois.  I am making sure to include how living restrictions and restrictions are increasing homelessness and am wondering if anyone has any statistics to back this...  For instance, I know that in Troy Illinois they have a city ordinance that is double the distance of the state requirements for anyone on the registry, thus creating more of a likely scenario for homelessness...
